Post subject:  Delaware SREC Procurement Pilot Program?

To be honest I have absolutely no idea what is going on with the SREC market in Delaware at the moment. Like many I was very happy when the local market was legislatively created a couple years ago and SRECs were going for $285. Today I checked and RECs seem to be going for only $25 in DE. With that being said it seems that a flurry of controversial legislation passed late last summer and during the fall being described as something that will "strengthen the market" - well I am certainly not seeing that or finding a clear write-up of what the big picture is. A glimmer of hope with whatever was passed seems to be in the form of the "Delaware SREC Procurement Pilot Program" written about here - http://www.srectrade.com/blog/tag/de-pilot-program - but I have many questions regarding this new program;

1 - What will be the impact on the remaining "free" market of SRECs in Delaware? Is it likely to thrive or collapse?
2 - One of the requirements is that the "eligible facility owners must have their “Accepted Completed Solar System Interconnection Application” on or after December 1st 2010". So what about everyone else that had systems certified prior to that?
3 - If this is a "pilot" program is a broader program on the horizon that needs to go through another legislative session that will presumably include a greater number of system owners?
